BIOGRAPHY: NEIL B. CAESAR
Neil Caesar is President of the Health Law Center.
For
thirty years, Mr. Caesar
has served the consulting and legal needs of medical practices, HME and home health agencies; inpatient, outpatient and freestanding
facilities; networks and
alliances, and other
health providers nationally. |
Mr. Caesar possesses an extensive healthcare and business
law background, having served as Corporate Counsel to Foster Medical Corporation and Abbey
Homecare (now Apria Homecare), as Vice President of the Health Care Group, Inc., and as a
member of premier law firms in Pennsylvania (Health Care Law Associates, P.A.; Wolf,
Block, Schorr and Solis-Cohen; Drinker Biddle & Reath) and North Carolina (Parker,
Poe, Adams and Bernstein, LLC).
Mr. Caesar is an
active speaker and author on privacy issues; compliance issues; physician relationships and arrangements;
HME and home care issues; fraud and abuse; reimbursement issues; networks and
alliances; managed care negotiations; hospital-physician relations; and numerous other topics. His audiences
include the American Medical Association, the American Health Lawyers Association,
the American Association for Home Care, the American Hospital Association,
Association of Healthcare Internal Auditors, Health Care Compliance
Association, Medical
Group Managers Association, American College of Physician Executives, Case Management
Society of America, Lifetime Medical Television, and many individual providers and state
and county associations. He also has served as a guest
lecturer at the University of South Carolina School of Law.
Mr. Caesar also has served for twelve years as an arbitrator, mediator
and facilitator for healthcare organizations and is a member of the
American Health Lawyers Association Alternative Dispute Resolutions
Services.
Mr. Caesar continues to present
his Workshop, "Medicare Compliance Plans: Developing and Implementing a Compliance
Program to Avert Violations of Federal and State Fraud and Abuse Rules," at numerous
locations across the country. He has written a series of five books
on Anti-Fraud compliance programs, which are published by Eli
Publishing.
Mr. Caesar serves on the
Editorial Advisory Board for Eli Publishing's Managed Care Contract Negotiator, Physicians Financial News,
Medicare Compliance Winners & Losers and Laboratory Compliance Insider and Managed
Care magazines, and also authored their monthly "Legal Forum" feature column.
Mr. Caesar also writes the bi-monthly "Compliance University" column
for HomeCare magazine. Mr. Caesar has contributed to over
600 articles in such publications as Medical Economics,
Home Health Care Dealer, Medicare Compliance Alert, and Hospital Network Insider; and to
such books as Understanding Managed Care, Medicare and Medicaid Payment Issues, The
Physicians Survival Guide, Practice Development Workbook, Legal Issues in Home
Health Care, and Joint Ventures, Mergers and Acquisitions. Mr. Caesars memberships
include the American Health Lawyers Association, the American Academy of Hospital
Attorneys, and the American and South Carolina Bar Associations.
Mr. Caesar received his J.D. from
the University of Virginia. He attended Washington University in St. Louis as a Mylonas
Scholar where he received his B.A. Magna cum Laude, Phi Beta Kappa. He has been listed in
Whos Who in America, Whos Who in American Law, and Whos Who in the
World.
